CISM scenario

An information security manager identifies a new risk that exceeds the organization's stated risk appetite. Which of the following should occur FIRST?

  1. Implement compensating controls immediately to bring residual risk within appetite.
  2. Record the risk in the register with a high-priority flag and increase monitoring.
  3. Engage the insurance broker to evaluate whether the exposure can be transferred.
  4. Escalate the risk to the appropriate risk owner for a documented treatment decision.
Correct ✓ D wins because treatment decisions belong to the risk owner.

The security manager identifies and recommends; the risk owner decides. Acting on controls, monitoring, or transfer before escalation bypasses governance.

Why each wrong answer fails

A — Implementing controls preempts the owner's treatment choice (mitigate vs transfer vs accept vs avoid).

B — Documenting and monitoring without escalation leaves a known above-appetite risk unaddressed.

C — Transfer is a valid option, but selecting it is the owner's decision, not the security manager's.
